India commends the initiative and support from SIDS for joining and ratifying ISA

Topic: Supporting SAPCC implementation: Creating Enabling Conditions for State Level Actions through Capacity Building and Knowledge Management

  • Promoting climate action and achieving India’s NDC commitments requires creating enablers that promote SAPCC implementation through capacity building and knowledge management. This was the key message from the side event hosted by Department of Science & Technology jointly with GIZ India at India Pavilion CoP 23 titled “Supporting SAPCC implementation: Creating Enabling Conditions for State Level Actions through Capacity Building and Knowledge Management”. The session witnessed participation from Department of Science & Technology, Representatives of State governments of Telangana, Manipur and Uttar Pradesh along with various thematic experts.
  • The session shared experiences related to human and institutional capacity development at the sub-national level as an enabler for promoting sub-national actions on climate change and brought to the fore role of SAPCCs in promoting climate actions at the State level.
  • In the opening remark, representative from Department of Science & Technology, highlighted role of NMSKCC and NMSHE towards building human and institutional capacities at the State level. Towards this, the presentation highlighted specific support to States for state specific impact and vulnerability assessment studies & other knowledge management initiatives; and strengthening State level climate change cells/ agencies, knowledge management and capacity building under these two Missions. The presentation also highlighted role of bilateral cooperation projects like Indo-German Cooperation on Climate Change supporting SAPCC implementation. GIZ under Indo-German project on Climate Change Adaptation in Rural Areas of India, has been working at the national and sub-national with key aspects of addressing climate change such as SAPCC development & implementation support, multi-stakeholder dialogues, accessing climate finance and capacity development. In its presentation, GIZ India highlighted efforts towards strengthening partnerships & processes at the sub-national level to support SAPCC implementation in four partner States of Himachal Pradesh, Punjab, Telangana and Tamil Nadu. The presentation heighted interventions related to multi-level capacity development programme including that for State legislators and media, water sector impact and vulnerability assessment, accessing & mobilizing climate finance and climate proofing initiatives. GIZ India presented its detailed approach for capacity development for evidence based adaptation planning & implementation in the States; mainstreaming climate change into development plans and policies as well as mobilizing dedicated climate finance for promoting climate actions at the State level.
  • The platform was also an opportunity for the State governments to showcase their state level initiatives. Acknowledging the role of GIZ India, representative from Telangana highlighted key initiatives undertaken by the State Government such as making the State solar energy hotspot and supporting policy measures; capacity building of state government officials at different levels and other relevant stakeholders and development of knowledge portal and vulnerability assessment as part of knowledge management.
  • Representative from Government of Manipur, in his presentation highlighting challenges faced by Manipur due to climate change and initiatives like review and strengthening of SAPCC; capacity building and sensitization programmes to the communities at village level and district level officers; Creation of Village Knowledge Centres etc.
  • Representative of Government of Chhattisgarh presented climate change challenges in the State and initiatives on capacity development of sectoral Departments and other stakeholders and knowledge management like development of knowledge portal etc.
  • These interactions highlighted the need for promoting multi-stakeholder dialogues both domestic and international to scale up adaptation and mitigation actions, technology, capacity development in order to scale of efforts with cross sectoral linkages and further enhance ambitions of SAPCCs.
